Why would Obama choose Norfolk to campaign for Deeds? It’s a military town and home of Pat Robert’s CBN. Not a Liberal bastion.

Not a Liberal bastion. The City of Norfolk is. That's somewhat countered with surrounding localities like Virginia Beach (where Regent and CBN are located).
But the City of Norfolk is a democratic stronghold.
