The Climate Change Committee, led by former CBI chief Lord Turner, wants ministers to introduce compulsory road pricing to prevent global warming.
Under the controversial scheme, cars would be fitted with electronic tags and tracked either by satellite or roadside beacon. Charges would rise at times of peak congestion to around £1.50 a mile.
1.7million electric cars - if Britain is to meet its legally binding greenhouse gas targets.
The report also suggested 'eco-driving' tips - such as not braking suddenly and sticking to the speed limit - should be taught in driving lessons to reduce emissions. Past attempts to introduce road pricing were scrapped after opposition from motorists and civil liberty campaigners.
In 2004, the then Transport Secretary, Alistair Darling, announced plans for a national road pricing scheme. Motorists would pay between 2p and £1.50 a mile depending on the time of day and levels of congestion.
But the idea was shelved after more than 1.8million people signed a petition against the green tax.
Now in its first annual report, the Climate Change Committee says there is a 'good economic rationale to introduce road pricing and thereby reduce congestion' and that 'the Government should seriously consider road pricing'.

How long do you suppose it will be before Urkel decides that this should be part of the United States' "climate agenda" ?
Forcing people to buy tiny cars will never be enough when a precedent like this has been set across the pond.....
Drivers already ‘pay by the mile’ or at least pay for their carbon output in the form of fuel taxes. If you use more, you pay more.
Aside from Global Warming being a myth, this is just another way to tax people in an effort to increase government revenue. Would they give a discount per mile to those using ‘green’ alternatives? Probably not.
All your CO2 are belong to us.
The Global Climate Change Wishing Well:
(politicians love this one)
1)0ump billions of tax dollars down a blind well.
2)Wish for the weather you want.
“Under the controversial scheme, cars would be fitted with electronic tags and tracked either by satellite or roadside beacon. Charges would rise at times of peak congestion to around £1.50 a mile.”
That comes out to over $2.00 per mile. This is a system that is being studied by Texas Governor Rick Perry (as well as Arnold Schwarzenegger). This is where they want to ultimately take us...where our driving would be done at their convenience, for their objectives.
Any politician that would EVEN CONSIDER subjecting his constituents to these kinds of freedom and privacy abuses needs to be THROWN OUT OF OFFICE, as soon as possible...which is why I want Perry out.
Unlike a lot of Republicans who haven’t thought this out fully, I am willing to pay an extra 10, or even 25 cents per gallon of fuel...to avoid the draconian costs of driving associated with giving the government the right to toll.
Global Warming on Free Republic
Paying per mile removes any incentive to drive economical vehicles. Duh.
“Aside from the obvious revenue grab, Big Brother WILL BE WATCHING YOU. Very Orwellian.”
I helped a young guy from the UK escape to the Philippines, where he is now quite happy.
He says that in the UK, there is now an average of two cameras
watching you at any time.
A very short sighted stop gap policy. Make everyone walk! That will fight obesity, increase stamina and improve over all health. That, in turn, will lower healthcare costs. A win-win.
If the government still needs money sell the walkers water.
In a sane world these people would be laughed at and then packed off to the insane asylum. But we’re not living in a sane world. The American climate nazis are looking at this British scenario with drool running down their chops.
It removes any incentive to drive at all...
Come on now....you know that distance isn't a sufficient method of measuring emissions. You need a measurement for time also, during idles periods. So once we tax you for how far you went, we're going to tax you again for how long you're there. That's coming later though. Mums the word for now, mate. /sarc
Then since it will be assumed that you will be utilizing some type of carbon based delivery system as a potential passenger at some points in your life, you will be included in a formula that will result in a default tax. Either way, you will pay. Have nice day. /sarc
The lyrics of George Harrison’s song “Taxman” come to mind...
When that song first came out, I interpreted it as an exaggeration, even by the standards of future events. Though it was possible, it seemed entirely unimaginable. Then again, a lot of things going on now seemed unimaginable back then. I just don’t recognize this country anymore.
