I agree with you that the article is dubious, but the idea that County Sheriffs outrank federal law enforcement is an internet myth. The U.S. Constitution provides that federal law is supreme over any State Constitution or law.

This sheriff supposedly is the county sheriff who had been serving the town, but is soon going to relinquish his duties as the town gets its own police. Somehow the town is being pressured into hiring this off the wall private security firm to set up their police, but they haven’t sealed the deal yet. Conspiracy theories abound.
