Madison police dispatcher misled 911 caller on open carry

On August 8, 2009 a person named Ryan working at "Fromaginations on the Square" called the Madison police to ask if there was a "law in the state of Wisconsin that allows you to carry a gun," reporting that "a gentleman walked past me with a rather large rather large gun attached to his hip . . . he was walking north toward State Street." Replied the police dispatcher, "[n]o there is not . . . let me get someone to check that area to see if we can find 'em because there is no such law here." . . .

It may take a while, and a few lawsuits, but eventually, Madison Police dispatchers will respond like their counterparts now do in other states and dryly reply to 911 callers reporting sighting of an open carrier something like: "Sir, it's not illegal to carry a gun in Wisconsin. Is the individual doing anything that is suspicious?"

Hint to the innocent:
1/ Open carry identifies you as the first person to get popped by the evildoers if the sh*t hits the fan.
2/ If you decide you are gonna do it, take some training in weapon retention. Please.
3/ There are places where open carry is legal, but after the third do-gooder calls 911, you can be arrested for disturbing the peace. (Example: Boulder County, CO = open carry legal; “People’s Republic of Boulder” - the City = no worry about where to stay tonight.)

Yup. Sucks, but them’s the breaks. I kinda hope all states go open carry so I’ll be lower on the “list”.

Better judged by 12 than carried by 6.

He asked if there is a law that ALLOWS you to carry a gun. The constitution protects your inalienable right to carry a gun, there are unconstitutional laws that dis-allow it.

The notion that the person who is openly carrying a gun is going to be the first one shot by a bad guy is the most incredible nonsense.

First of all, it has never happened...at least not in the last 100 years or so.

Second, if I’m in a store or somewhere with a .44 on my side, and some miscreant bent upon criminal behavior happens in and sees me, I’d say that there’s a 99% chance that that individual will immediately turn around and head for greener pastures...probably wetting his pants in the process. Besides, the first thing most people will think when they see someone openly carrying a pistol is “cop”.

I wonder who many opponents of open carry really think they are going to encounter? Who knows, a crack squad of former Spetznaz commandos... CIA hitmen... a team of “highly trained” Jihadists? No, it’s probably gonna be some 20 year old who can barely write his own name, itchin’ to score some cash for his next fix, with pants so baggy, he can hardly walk, and carrying a Jennings “nine” that he holds sideways.

Hey, MadCity isn’t called the Berkeley of the Midwest without cause. I’ve lived there. Yet, oddly, some pro-gun rights resolutions have in times past been enacted by the city council there.

I agree that the more of us who open carry, the less that anti-gun nuts will freak out when we are in public.

Now, those of us that opt to do so should be prepared for chats with very nervous policemen, and had better not act like Harvard professors when it happens.

Disclosure: I often do open carry in our rural area, since mountain lions live and are frequently seen in our neighborhood. (Google up “The Beast in the Garden” or “Scott Lancaster mountain lion” - I’ve seen autopsy photos - not pretty). In our city house (Miami) I NEVER open carry, even on our property. If I am in fear of my life, loss of limb, etc., the first an assailant will know I have a firearm is when he hears the gun discharge.

As for my comment regarding open carry (which you ignored), I say again: Get retention training. Buy a level 3 holster. Practice, practice, practice (It takes 1500-2500 repetitions to get dependable muscle memory).

I’m glad I live somewhere where the idea of someone packing a pistol is not a totally foreign idea. While it is rare to see someone openly carrying here (KY), it is WIDELY known and understood that KY recognizes the right of the individual to openly carry arms. Cops usually know it, and the courts have stated that “no one may question” that right. Technically, you can even carry in state government buildings...but I don’t care to try that. Ultimately, I would have to be released, since no crime was committed, but who needs that hassle. Generally, I can imagine the only trouble one is likely to encounter is in urban areas in large cities...which I avoid anyway.

My holsters are generally a Threepersons style. Crossdraw. Real leather (as it should be). I have nothing black, “tactical”, or plastic, and never will! I’m sure that the professional trainers would all shriek in horror to see me draw (one handed, no less), and point shoot...and hit.

>> Crossdraw.

Good Lord! Yeah, good idea - the muzzle pulled right across your arm - under stress. Please refer to:

1/ The Military/IDPA/IPSC rule: Never point a gun at anything you are not willing to destroy.
2/ Gray’s Anatomy to see all the things in your support arm that are handy to have in working order.

P.S. I said nothing about “black” or “tactical”. Leather holsters (mine are tanned natural color) are fine, but it takes about 1000 “ins and outs” to get the holster where it’ll let go of the gun when you want it to.

A strong side holster puts the butt of the pistol in my armpit. Long arms, relatively short torso. I have to lean over to draw a gun from a strong side holster. Just don’t work. Now, I can draw from a “Border Patrol”, or other drop holster, but they’re uncomfortable and impractical. A crossdraw holster is fast, safe, and comfortable. The gun does NOT cross my left arm, nor any other part of my anatomy.

Besides, I just have an intense distaste for the modern popular methods of drawing and shooting taught by the “experts” today (not real crazy about much of anything that is popular in the shooting world today...). I’m more of a fan of Ed McGivern than Gunsite. ;)

I lived in Tampa, for many years. One small cuban grocery I shopped at , the clerks were all OCing. The other small store 3 blocks away did not . Guess which one was robbed at least once a month?

I like OCing all the time. It sure lets the bad guys know where I stand.

I assume you mean OC spray (Oleoresin Capsicum)
Great stuff - we recommend the Kimber PepperBlaster in our CCW classes. (We’ve taught well over 2,000 students in our 9-hour sessions.) The PepperBlaster costs about $40; gives 2 shots up at up to 12’.
Punching a hole in an assailant can cost from $10,000 to $50,000 or more. “Better to be judged by 12 ...” but if this option exists, I’d use it first and run like hell.

I like the Kimber mod 11 lead sprayer better than the pepper spray option.

Nothing like putting the bad guys down for a dirt nap.

Running with bad knees like I have isn't much of an option.
