I think FDR did it during the depr4ession I think they were called ‘Dictators’ or something in those days

Andrew Jackson mistrusted many in his cabinet and had some close friends come in through the “back door” to advise him. From what I’ve read these extraneous advisers made most of the decisions.

I don’t know if they were paid or not, however.
