The government site cars.gov still lists 80% of the funds as being available.
But the USA Today article says they have suspended the program already!

The program wasn't for clunkers, just older lower fuel economy vehicles.
You know, the ones that those with fewer financial resources buy. These usable vehicles were going to be deliberately made unusable, pissing more US resources down the drain.
Kinda like what's in store for Seasoned Citizens.

Did ya’ll know that they are purposely destroying the motors of these clunkers so they can NEVER be used again. Total waste. It hurts my head to think about it. No way would I sell my soul to the .gov destroyers. I could not believe it when I took in my truck to have a new motor(used) put in that this is what they are doing to these motors. Destroying them. They are NOT allowing the old motors to be resold.

I was tempted to email Carleen and say, “Well, now we know how much it takes for you to sell-out your conservative principles: $4,500.”

I heard this tidbit this morning on our morning AM radio show. The story was actually that dealers were at risk for selling cars with the subsidy potentially unavailable.
All this program was about was another way for liberals to make you xo what they deem best for society. You see, the intent was to get auto manufacturers back to making and selling cars. But libs can’t simply provide a tax break at the corpororate level. No, they make you buy the car THEY want while ridding us all of the car they don’t want.
