My take, that does not circumvent what the law was then. If he had a long form issued and placed on file, any new law stating they no longer do that, or whatever they are trying to feed us, has no impact. I am sure they may have changed the laws on obtaining a birth certificate if you were not born of the islands but a parent was a resident (not sure, but...).
