While leaders of the South African Communist Party and the Congress of South African Trade Unions, closely allied to the ruling African National Congress, praised Mr Zuma's speech, the main opposition Democratic Alliance said it was "marked by a very particular and distinct ideological shift towards a socialist agenda".
Mr Zuma vowed to create 500,000 jobs by the end of the year and to follow through on an ambitious government spending plan, which would pour billions into infrastructure and social spending.
He said an Expanded Public Works Program would be the main instrument for creating jobs, though critics say this would not be sustainable given the parlous state of the economy.

No danger of that: China will merely co-opt him, pay him off and make sure that the diamonds and gold and minerals keeps flowing onto the ships destined for Peking. It’s cheaper and easier to allow him to brutalize his own people, rather than having to pay full-time Chinese administrators to do it for him.
Ironic isn’t it? And then the Chinese will eliminate him and put up a governor in his place once that is finished.
I am beginning to wonder who I should consider the enemy in all of this.
I think you hit that on the head. It’s going to be far worse than anything the Afrikaaners did to the blacks, but it’s OK if they treat each other worse.
Southern Africa will be China’s raw materials source, and we will be frozen out.
