Vermont is relatively high on the list. It’s a little deceptive because it takes chains like Walmart, McDonalds, etc more than a decade (no exaggeration) to get permission to open a store here.

Best undoubtedly correlates with “most active”. OTOH, despite onerous regulation and taxes, CA is still near the top of the list because of availability of capital. Also, the (legal) immigrants there are probably more enterprising than the typical native-born American.
