Absolutely. This isn't eve a close call. As an added bonus, the waters off the Somali coast are some of the most shark-infested seas in the world.

I was thinking more a half ounce of lead in the head... then throw them overboard.
But you're right, rope is cheaper.

Dealing with piracy in the old way evolved over thousands of years, was simple, final and the recidivism rate was zero.

Below is a very short but excellent clip explaining what Jefferson was up against, both abroad with the pirates themselves and at home with John Adams:
