Before 1972, the 3-digit location code indicated where the applicant lived, but after 1972, it was based on the postmark of the application.
If that's his actual SS#, it simply means that it was mailed from Connecticut. He could have been visiting there on a school break.

Aww...BS! Who in there right minds apply for a SS# while visiting a place on school break...what 15 or 16 year old would give a crap....I was born in '64....I was forced to apply for a SS# in 7th grade....at school....
