Yes you are right about the carbon trading. Current democrat agenda is nationalize banks, gas tax, carbon tax. Target for carbon tax is $60 per ton. Chu has hardly any background on global oil matters. He is however a member of the Pigou Club which advocates gas tax and carbon tax.
