Does this include the disproportionate number of blacks in prison and how will this one be blamed on Bush?
Are there a disproportionate number of blacks in prison because blacks are more likely to cause crimes, or because they are more likely to be aggressively prosecuted for crimes?
I have heard both interpretations concerning the statistics, but either one seems equally likely.

Blacks have more risky sex because of the trama of Katrina which as you know happened in 1995 when Bush was Governor of Texaxs and hated New Oreleans so much that he praved that New Oreleans would be destroyed.
