People passing on the left are invariably going higher than allowed limits. Either ticket speeders consistently, or raise the limit.
No, I don’t speed, but I pass many who are going 55 in a 70 etc.
It is wrong to assume a person is speeding just because they pass somebody.
Regardless, (and your statement is not necessarily true.) unless you are passing, you should not be in the left lane.

Not always true. I’ve gotten behind people in the passing lane who were doing way under the limit and you just wish you had one of those cow catchers from an old train engine so you could ram them into the proper lane and out of your way. When people start passing on the right you know you’ve got the grand marshall in the Rose parade in the wrong lane. And you wonder why the cops are so quick to catch speeders, yet these people chug along and block traffic. /rant
You do raise the other side of the issue about the left lane. I hate people who are doing the limit in the left lane because it is a passing lane. At the same time if you are doing more than the speed limit (5-10 over) you still get people riding your ass that are not using the left lane for passing either, they just want to stay in the left lane and speed even faster. Bottom line is they are not using the left lane the way it’s supposed to be - just for passing. They stay in there and think because they’re in the left lane they can speed 15-20 miles over and not somehow get or deserve a ticket.
The only time I wind up in the left lane now is when I have to take a turn or an exit on the left side.
So what? Get out of the way. Impeding the flow of traffic is not only against the law (at least in my state), but its also very dangerous.
As for those that say “hey, I am going to go whatever speed I want in the fast lane because the other guy is speeding.” It’s not your job to enforce traffic laws. Get out of the way!
This weekend driving back from Lafayette, there was a convoy of 18-wheelers driving 65-70 in the right lane.
Then someone driving 65-70 gets into the left lane as if to pass the trucks. But doesn't cause they are driving the exact same speed as the trucks.
After 5 miles of me driving on their ass, flashing my high-beams, traffic backed up for 1/2 mile behind us, they finally manage to get ahead of the convoy and I still had to switch to the right lane to pass them.
Finally after me and about a dozen others pass on the right, the idiot moves back over to the right lane.
Obviously you are unaware of the multilane phenomenon known as the Iowa Flying Wedge.
Also known to be rampant in Minnesota, too.
Sometimes the guy blocking traffic is going over the limit. Just not as much as those behind him want to. Sometimes the guy in front is me. I’ll be doing 68 in a 60 and some guy in a souped up Honda or a BMW M3 approaches fairly quickly. I immediately get out of the way and then follow at a relative distance and use them as a radar screen. I’ve seen several guys in front of me get tickets. One was doing over 90 in a 70 (and so was I) but by the time I passed the cop, who was coming out to get him, I had dropped my speed back to 75.
It is all a game, in the long run. I’ve passed many blockers on the shoulder. You want to do it safely though.

That is simply false. I have a calibrated speedometer on my Chrysler 300. I was stuck behind a guy like this in a 60 mph zone and the guy was obviously trying to actively force the speed limit by locking it in with his car. Unfortunately, he was only doing 57.
It is also an unwritten rule in many states that the limit is not a brick wall. In washington, you generally have to be going ten over before you are ticketed, unless you already have a bad record or some other catalyst causes them to want to ticket you. I was pulled over two months ago for doing 34 in a 25. The guy gave me a warning. He almost had an apologetic attitude. Almost. But then, my record is squeeky clean and they were looking for a certain type of driver.
And yet I got a “zero point” ticket for $25 in North Dakota a few months ago for doing 84 in a 75. I saw the cop from MILES AWAY, looked at my speedometer, and thought I was doing fine. (it actually read 81). You never know.
And people hanging out in the left lane need to be taught some manners. Get your butt over on the right or turn your keys over your children as you're obviously too old to be allowed to block the freeway.
And so long as I am not presenting a danger to you, what business is it of yours the speed I choose to drive?

In a two lane road - the right should be for slowpokes, entry, and exit; the left for drivers going the max speed limit. If your in the left and not going the speed limit that is fine, for example because someone is entering/exiting on the right, provided you get over when someone going the speed limit comes up on you.
Those over the speed limit and complaining are kings without clothes and should keep their mouths shut.

In California we have a lot of self appointed traffic regulators that go 5 - 10 mph under the posted speed limit. This ties up traffic and creates long backups. We also have what is loving referred to as “Lexus lanes” where hybrid autos can drive in the HOV lanes with only one person on board.

It’s common sense, and common courtesy. If you look in your rear view and you’re holding up traffic, and there is no one ahead of you, get the hell out of the way...
Do exactly the speed limit if you so wish in the right lane like you’re supposed to. People pass on the left.
