Granny going 55 in a 75 in the left lane really gets old quickly.

That's the point -- they're NOT following the law. They're properly driving at or below the speed limit, but they're violating the law that requires motorists on multi-lane highways to stay to the right unless passing other vehicles.
It's also worth noting that the two laws are not equal. The law requiring drivers to keep right except to pass is related to the safety of the road, while a posted speed limit is a statutory limit that usually has nothing to do with the safe operation of the road.
Impeding traffic, even if you are following all traffic rules, is a ticketable offense. So, the guy who speeds in the left lane is violating the law, but so is the guy who impedes a row of drivers behind him.
So, you ARE one of those?

In most states, mine included.... "following the law" means moving your @ss over to the right lane. In most states, that left lane is for passing only. Check your own state law, odds are it's the same there.

Well, should you be ticketed if you are “following the law” with your speed but you are not wearing your seatbelt and your tail lights are burned out>
It is possible to follow one law but violate another at the same time. A perfect example would be someone doing the speed limit in the passing lane while not passing, and blocking other cars.
