Nothing new there in China, I’d assume. Sending dissenters to mental hospitals was a staple of Soviet law enforcement for decades.

Although it’s not mentioned in this article, Chinese “hospitals” like this provide ready sources for organs which have been sold at exorbitant prices to foreigners needing a healthy spleen, eye, heart, lung, you name it.
