Not just anyone can walk in and “view” a birth certificate. used to be they could, or at least a copy of it, even if they couldn't take one away with them. They were once considered “public records”, as were marriage licenses, divorce decrees and for that matter death certificates. But with the rise of "identity theft" they've been made double secret private, especially if they are those of federal job seeker.

If he does not then it will be up to Chief Justice Roberts decline to swear Obama in.

There is no Constitutional requirement for the Chief Justice, any other justice, or for that matter any judge, federal or otherwise, to "swear in" the President. The oath must be sworn, but that's as far as the Constitution goes. It could be just signing a written version of the oath, but even that is not required explicitly.

The Constitution, at least in its details, was written for honest men. Might be it's fatal flaw, if not for the "reset button".
