A records clerk in Ohio has been charged with gross misconduct after she allegedly used a state database to access information on the man famously known as "Joe the Plumber," the Toledo police department confirmed to FOXNews.com.
Julie McConnell, a long-time records clerk with the department's investigative services bureau, allegedly used the database -- called the Law Enforcement Automated Data System or LEADS -- to access information on Joe Wurzelbacher.
Wurzelbacher, a 34-year-old Ohio man looking to buy a plumbing business, rose to political fame after questioning Barack Obama on his "spreading the wealth" remarks during an Oct. 12 rally in Holland, Ohio. He has since become a symbol for John McCain's campaign, which says Obama proposes to raise taxes on small businesses.
McConnell used the LEADS database to confirm Wurzelbacher's address at the request of a local television reporter, Toledo police Chief Mike Navarre told FOXNews.com.

And that the dummies who did, didn’t know that there is an alert when accessed.

Chapter 4501:2-10 Law Enforcement Automated Data System (LEADS)):
B) Messages and/or throughput of any kind accessed through LEADS shall be restricted to the use of duly authorized law enforcement and/or criminal justice agencies for the administration of criminal justice. The data shall not be sold, transmitted, or disseminated to any non-law enforcement agency, non-criminal justice agency or unauthorized person; except as provided in rule 4501:2-10-03 of the Administrative Code; road and weather information may be made available to the general public: fatal crash data, when properly designated, is available to the news media and hazardous material files and data is to be available to fire department and emergency management personnel. Also, administrative messages identified by LEADS as information pertaining to homeland security when determined by the CTO or designated agent will contain additional dissemination instructions. These messages may be released outside the criminal justice system as designated. All participating agencies will assume responsibility for, and enforce, system security and integrity.

No, it seems the big trend in city govt’s is to drag things out in court for a real long time and bankrupt small individuals because they have limited resources and the city (relatively speaking) has huge resources.
