There are also reciprocal certification agreements between many states that allow out of state contractors to come in, buy a city/county business license, and go to work.
I think some may be confusing licensing and certification. A certification is an education/experience assurance, i.e. master, journeyman, apprentice has been achieved. A license is granted usually only after certification is completed.
Toledo has always been a Democrat stronghold. This is politics as usual. I left Toledo in ‘75.
Anyway, I think it really sucks that this guy is having to go through this, and regardless of whether the business is pulling in 250k, it obviously is a viable enterprise, and MAY someday make that kind of money. Mine does at the moment, and I'd really like to keep it that way until my boys are old enough to take over. Obama sure ain't looking to help me keep me or my employees working.

It’s probably like Maryland...you can get an apprentice license and renew it once. After that 2nd one expires, you need to pass a test to get a full fledged license....or you’re SOL.
