Officials See Signs of Upcoming Nuclear Test, Other Odd Moves -- but Also of Nuke Deal

Amid indications the United States is on the verge of a major agreement with North Korea that would take the Asian nation off a list of state sponsors of terror, U.S. intelligence has picked up signs that North Korea may be preparing for another nuclear test, sources say.
Satellite imagery over the past two weeks has picked up suspicious activity at a suspected nuclear test site, senior U.S. officials told ABC News. The activity includes tunneling and the movement of large cables -- the same type of activity detected before North Korea's nuclear test in October 2006.
U.S. officials are unsure whether North Korea would actually test another bomb or whether this is simply saber rattling -- or perhaps proton rattling -- designed to put pressure on the U.S. to cave in on the nuclear talks.
"They know we look at this stuff," said one senior official. "It is quite possible they are just screwing with us."
Another senior official said the moves are likely a "negotiating tactic ... they do want to do a deal."
And there are indications the United States and North Korea might be closer to a major deal.
Christopher Hill, the lead U.S. negotiator, returned from North Korea on Sunday, senior officials told ABC News, with an offer from North Korea on the issue that has deadlocked the talks: verification.

It is both. If Bush does not cave, Chia Head will set it off for sure. That does not mean that Bush should cave. However, I would not rule out the possibility that he would, considering Chris/Condi/Dubya have been doing so far.
The Dept. of State is as bad a federal agency as there is.
We’d be better off as a country if we just simply disbanded the agency and put its employees in prison.

When will Bush (and McCain) learn that when you negotiate with the devil, you get played for a fool?
Well, on the good side...
Every nuke they detonate for testing is one less they have to make mischief with.
The President gets detailed regional briefings in the Oval Office on these things on a daily basis, including highly classified humint, sigint and elint on places like North Korea, and additional information on their movements, negotiating tactics, movement of their ships and diplomats, the works.
He probably has a brief, high-quality North Korean update at least three or four times a week.
He is on top of each negotiators' latest moves.
And he approves of all of this crap. He and Condi Rice. So they know FULL WELL what is going on. They are the ones making the decisions at the top.
And their decisions, in this case, SUCK!!
