U.S. officials are unsure whether North Korea would actually test another bomb or whether this is simply saber rattling It is both. If Bush does not cave, Chia Head will set it off for sure. That does not mean that Bush should cave. However, I would not rule out the possibility that he would, considering Chris/Condi/Dubya have been doing so far.

The Dept. of State is as bad a federal agency as there is.
