I can visualize democrat/acorn community organizers placing a pen in the cold dead hand of the departed and moving the hand to sign absentee ballots, or even once every four years digging up the remains to do the same ... but dude, isn't the flashpoint for paper ballots well within the heat factor of Hell? The signings would have to be done through Miss Cleo! And I wouldn't put that past the community organizers given the piece of Alinsky crap they've generated to get the democrat party nomination this time around. Come to think of it, the Alinsky stench was on the Rodham rodent, also! [Yeah, I read the Rodham dissertation.]

Concealed Carry is varied per jurisdiction, while carrying in Car is permitted.

"Carry" in a car also varies by jurisdiction. Missouri has concealed carry. If the intended victim had a CHL/CCP then outside of the car and in it are probably equally OK.

From the NRA-ILA site for MO.

It is unlawful to carry a firearm concealed on or about one’s person without a concealed carry endorsement on the Missouri driver’s or non-driver’s license or a valid permit to carry concealed firearms issued by any state. This prohibition does not apply to possession in a person’s dwelling, while hunting or while traveling in a continuous journey through the state. Law enforcement officers, corrections officers, probation and parole officers, some judges; process servers and marshals and members of the armed forces or the national guard while performing their official duties are exempt from this prohibition. Persons over the age twenty-one years of age or older may transport a concealable firearm in the passenger compartment of a vehicle as long as the firearm is lawfully possessed.

However that's all moot, since the man had a concealed carry permit. From an updated KC Star story.

A man and a woman, described as an older couple, were using the ATM at the Bank of America at North Oak Trafficway and Barry Road, police said, when a man approached with a gun and robbed them.

A couple was stopped at the ATM.

The robber was walking away when the male victim got out of the car with his gun and yelled for him to stop, said Sgt. Chris Lantz of the department’s robbery unit.

The robber turned around and pointed his gun at the man, Lantz said. The robbery victim fired his gun, hitting the robber in the head, he said.

At the scene investigators earlier today investigators were collecting evidence from a dark sedan parked next to the ATM machine. An object that looked like a hand gun was lying on the pavement. Nearby were apparent blood stains.

The couple and witnesses were interviewed by police.

The man had a permit to carry a concealed gun, Lantz said. Under the circumstances, Lantz said, that would not matter, because he could legally carry the weapon in his car.

It is unusual where a robbery victim defends themselves with a fire arm.

“You don’t see that very often,” Lantz said.

You'll see it more as more citizens are lawfully armed.

So it's legal to have a loaded weapon in your car in KC MO, with or without permit. Same in Texas now, but that's a very recent thing, since the law was just "clarified" to make it so.

But I also love a happy ending.

But the fact that the bank robber is still alive after being shot in the head indicates a need to use a larger caliber hand gun for self defense.

Or an admonition to shoot for center of mass. Even a large round may not penetrate the skull if it hits at an angle, and is quite likely. OTOH, even a small round, like a .22 will penetrate if it hits squarely and then bounce around inside the skull. But since the skull is curved a "square hit" it really hard to come by.

Guy had a CHL, very few folks with those carry something inadequate, especially in a vehicle. I'll bet the gun was minimum a .38 special, more likely a Glock 9 or .40.

... I live in the People’s Republic of New York, where “Carry” in self defense terms means... help the Burglar CARRY out the TV .. that is Self Defense.

My previous statement still stands ... GIVE THAT MAN A MEDAL, and a 2nd one when the robber assumes room temperature.

I hear ya! Non-lethal headshots almost always leave the target screwed up for life! It's gonna be tough looking in the mirror and remembering the stupidity of that moment, but we all live with the consequences of our actions and this dumb turd is no exception!

Maybe the next time he tries to rob somebody at gunpoint at an ATM, he'll run his hand over evidence of the last time it didn't work out so well and decide to do something ELSE!

But put yourself in his position for a minute. You know that the wounding is only part of it. Do you know how much cred this guy lost with his homies?! Sheesh...he tried to rob some folks at the ATM and got his cranium perforated!...and got his dumb ass, bleeding head, hauled off by paramedics for a stay in the hospital. :-) I'm sure he'll cry "VICTIM" soon, whether we hear about it or not. But you know that his homies are all just shaking their heads thinking he's one dumb mutha. :-)

I can relate though to a degree. As I was sitting here, I've thought about the last half a dozen times I've used an ATM (which is NOT often). I've had the .45ACP "hot", cocked, and locked, and very, VERY easy to reach! Fortunately, I haven't had to shoot anybody at the ATM. But with the way things are going, I guess I'm not the only one who is better prepared when visiting the ATM!

It's amusing that the usual solution for those who are unsure about punctuation is to just add some more, as if it were a favorite spice.
