The authorities probably associated him with Voight’s character and assumed that he was guilty of the same kind of hate crimes as Voight, such as supporting the war and agreeing with conservatives.

He was arrested, lol, for violating "rules posted in Union Square against soliciting and playing an instrument. He was given a citation for "violating a posted sign."
But then.. Fox has this quote from the Naked Cowboy in re how the cops handled the arrest:
"It was nonstop. They're laughing hysterically because there's this guy in his underwear," Burck told The Post. "Then they were like, 'Oh, that's the Naked Cowboy.' "
