Saddam supported groups that either associated directly with al-Qaeda (such as the Egyptian Islamic Jihad, led at one time by bin Laden’s deputy, Ayman al-Zawahiri) or that generally shared al Qaeda’s stated goals and objectives.”

So Saddam supported groups that supported Al-Quaeda. That's why he kicked the weapons' inspectors out.

A May 1999 memorandum to Fedayeen Saddam leader Uday Hussein — the despot’s elder son — outlined a bombing and assassination campaign called BLESSED JULY. Among “50 Fedayeen martyrs,” selected from an elite terrorist-training camp, “The top ten will work in the European field — London.” The memo continues: “After passing the final test the Fedayeen will be sent as undercover passengers, each one according to his work site.”

The picture that emerges is that of an Iraqi regime built on a foundation of paranoia and lies and eager to attack its perceived enemies, internal and external. This paragraph is notable:

The Saddam Fedayeen also took part in the regime's domestic terrorism operations and planned for attacks throughout Europe and the Middle East. In a document dated May 1999, Saddam's older son, Uday, ordered preparations for "special operations, assassinations, and bombings, for the centers and traitor symbols in London, Iran and the self-ruled areas [Kurdistan]." Trivia : MAY 1999 is also the month in which al Qaeda allocated funding for their bio/chem warfare program-- the "curdled milk plot" [see anthrax] ; it is also the month in which the founder of the American Iraqi Foundation - an Iraqi-American businessman, his wife and his son are murdered in McClean, VA.

And there are more documents that we translated and posted here on FR that showed that Saddam regime was strongly connected to terrorism. However the liberal and their media narrative was the following” “was Saddam involved with 9/11”, the answer is no, so according to them Saddam regime has nothing to do with terrorism.
