There’s a time warp here ... no self respecting yachtsman is racing his boat in Nantucket Sound in mid-March. Most boats are still high and dry in winter storage ... and unless swimmers are members of the local polar bear swim team, no one is swimming in 40F water.

Sometimes a little fuel can get into the bilge water, and it only takes a small amount to produce a slick.
I don’t know what else you can do with it but pump it out. You have to pump the bilge sooner or later, or the boat will sink.
But the Coast Guard requires all power boats to put a sticker on the boat near the engine warning that pumping fuel into the ocean is illegal. If the Coast Guard happens to catch you doing it, it’s a big fine.
Lawmakers like Kennedy are responsible for this kind of nonsense. They should throw the book at him.
