Is the U.S. Failing in Afghanistan?

It was malice in wonderland at the Senate Foreign Relations Committee on Thursday as Bush Administration envoys insisted things are getting better in Afghanistan, while angry lawmakers from both parties cited facts and figures showing just the opposite. Even the senior Republican on the panel, Senator Richard Lugar, found the Administration's claims wanting. "I'm not sure that we have a plan for Afghanistan," he said.

PORTAGE TOWNSHIP -- The sheriff's office questioned two Russian men Sunday who told a deputy they bought more than 200 prepaid cell phones over the weekend from area stores.

Neither was charged with a crime, but the Ottawa County Sheriff's Office notified Immigration and Customs Enforcement in Cleveland of the incident, according to a sheriff's office report. The men, who have lived in the United States for at least five years, told the deputy they bought the Tracfones from stores in the Port Clinton and Sandusky areas to resell to a businessman, according to the report. The businessman, whose name or location they did not provide, then would sell the phones on eBay, they told Deputy George Byington.

Prepaid cell phones have been linked to terrorist activity in the past, causing store officials to consider the men's behavior suspicious. Some stores have limits on the number of prepaid cell phones customers can buy at one time.

Nuclear experts kidnapped in Pakistan
February 12, 2008

Two Pakistani nuclear energy officials have been abducted by masked men from a troubled northwestern area near the Afghan border, police said today.

The kidnappers bundled the Pakistan Atomic Energy Commission (PAEC) workers and their driver into a vehicle in Sheikh Badin, a town in militancy-hit Dera Ismail Khan district, local police chief Akbar Nasir said. "They were technicians from the PAEC, they were whisked away early Monday morning," Mr Nasir said.

The officials were on a routine visit to conduct a geological survey for mineral exploration in the mountainous area, which adjoins Pakistan's lawless tribal regions, the police chief said. "We don't know if the abductors were militants or members of some criminal gang," he said, adding that they were believed to be from the tribal belt bordering Afghanistan. "A search is underway, we are contacting local people ... We are all trying but so far we have no clues."

The abduction of the PAEC officials came on the same day as the disappearance of Pakistan's ambassador to Afghanistan on his way from the northwestern city of Peshawar to the Afghan capital Kabul yesterday. The envoy, Tariq Azizuddin, was feared abducted in the tribal district of Khyber, raising concern about growing insecurity ahead of parliamentary polls set for Monday.

Innocuous video hid terror plot (Canada)

When counter-terrorism police first screened the video found in Said Namouh's house last September, it looked like an innocuous home movie of little relevance to their investigation. A jerky camera films Mr. Namouh rolling a giant snowball, then cuts away to a set of animal tracks leading into the woods in Quebec's Mauricie region, northeast of Montreal. A 4X4 roars in the background.

But a different story emerged when the soundtrack was translated from Arabic. Mr. Namouh's monologue was about hiding explosives inside the snowball to blow up a passing vehicle, Quebec Court was told during a bail hearing that concluded on Friday.

And it wasn't a snowman's face he was carving into the snowball but the letters " CVC," the initials of the Caliphate Voice Channel, a branch of one of al-Qaeda's most pervasive propaganda groups, the Global Islamic Media Front.

West Bank money changers arrested on suspicion of funding terror activity (Israel)

IDF forces, along with Judea and Samaria Police and Civil Administration officers raided the homed of five Palestinian money changers in the West Bank Tuesday, seizing over NIS 3 million ($840,000) aimed – according to security forces – to fund terror activity.

The forces confiscated guns and ammunition in four of the five's homes. A similar search was also carried out in the homes of nine other money changers in the West Bank cities of Nablus, Jenin, Ramallah, Hebron and Tulkarm.

ARTICLE SNIPPET: “On the fifth anniversary of the Department of Homeland Security, its second leader, Michael Chertoff, talked to me about his deepest fears about terrorist threats and why he frets over Europe and Canada more than Mexico. In the interview published Sunday in the New York Daily News, the secretary of Homeland Security said “more than a dozen” people linked to Al Qaeda, Hezbollah and other extremists have tried to enter the U.S. through ports of entry on the northern border, he said, while there have been almost no such attempts at U.S.-Mexico checkpoints.

Aboard his sleek Gulfstream V jet (callsign “Coast Guard One”), Chertoff also discussed America’s growing complacency toward terror threats, why racial profiling at airports is “foolish” and explained how terror plots get hyped by some in the government.

The former prosecutor and judge often thrust into the political debate over illegal immigration denied that the Mexican border has been an easy way for Al Qaeda to penetrate the U.S.

“When we’ve had instances - and there have not been many - where we’ve caught terrorists trying to sneak in, it’s been through ports of entry using false documents, and I think we’ve been more concerned about Canada as a platform than Mexico,” he said.

Chertoff said “much more than a dozen” stopped at the Canadian border since the 9/11 attacks were connected to “a mix” of terror groups through “either a financial connection, maybe a family connection, maybe communications.”

“I don’t mean that they swore bayat to [Osama] Bin Laden, but [the link to terrorism was] something I would consider to be Al Qaeda-related,” he explained.

Beyond America’s land borders, Chertoff has made a point lately of warning that Europe is “what worries me the most.”

The News reported late last year that counterterror officials were concerned about intelligence indicating a small number of white, Anglo-looking Europeans had joined Al Qaeda and received training in Pakistan’s tribal region bordering Afghanistan - which Chertoff says is precisely why racial profiling “would be foolish.”

“The enemy quite consciously tries to recruit people … who don’t fit a particular image of what a terrorist looks like,” he said. Officials are deeply alarmed by evidence “that Al Qaeda is recruiting Europeans who have clean papers and training them and sending them back, either to attack Europe or take advantage of the Visa Waiver Program and attack us.”

“We’re concerned about people who are European, or at least have European backgrounds, who are able to move around, that don’t have a record and would fit in with local society and therefore are less likely to make a mistake that might call attention to them,” he continued.”

“FBI JOINS HUNT FOR MURDER SUSPECT”

PRESS RELEASE SNIPPET: “Robert D. Grant, Special Agent-in-Charge of the Chicago office of the Federal Bureau of Investigation (FBI) and John Payne, Chief of the Villa Park Police Department (VPPD) are asking for the public’s help in locating ARTUR SHEHU, who is depicted on the attached wanted flyer. SHEHU is wanted for the January 7, 2008 murder of his parents in their Villa Park home.

According to a criminal complaint that was recently filed in U.S. District Court in Chicago , the VPPD received an emergency call on their 911 line from an individual who identified himself as SHEHU. The caller said that he was on his way to a residence, located at 46 West Ridge in the western suburb, where he was going to kill himself. Upon arriving at the scene, VPPD Officers found the bodies of Syria and Safo Shehu, both of whom had been shot to death. Later that day, ARTUR SHEHU’s vehicle was found abandoned in Chicago , in the vicinity of 3700 North Recreation Drive . No further contact with or sightings of SHEHU have been reported since.

SHEHU has been charged in a complaint filed in DuPage County Court in Wheaton with two counts of First Degree Murder and in Federal Court in Chicago with one count of Unlawful Flight to Avoid Prosecution (UFAP). SHEHU remains the subject of a nationwide manhunt, which is being coordinated by the FBI in Chicago .

ARTUR SHEHU is described as a white/male, 33 years of age, 5’9” tall, medium build, with black hair and brown eyes. SHEHU is an Albanian national who is a legal resident alien. SHEHU speaks fluent English and Albanian. He has relatives living in Canada and has strong ties to the Albanian community in Chicago .

Anyone recognizing SHEHU or having any information as to his whereabouts is asked to call the Chicago FBI at (312) 421-6700.

The public is reminded that a complaint is not evidence of guilt and that all defendants in a criminal case are presumed innocent until proven guilty in a court of law.”

This good bill passed by the Senate provides a long-term foundation for our Intelligence Community to monitor the communications of foreign terrorists in ways that are timely and effective and that also protect the liberties of Americans. I thank Leaders Reid and McConnell and the leaders of the Senate Intelligence Committee, Senators Rockefeller and Bond, for finishing work on this bill. Mali

February 12, 2008

This Travel Alert is being issued to alert U.S. citizens to security concerns in Mali . Due to recent armed conflict, kidnappings, armed robberies, and the presence of landmines, the Department of State advises U.S. citizens to avoid travel to northern Mali . Areas of particular concern include the Mali-Niger, and Mali-Algeria borders, the Kidal region, areas north of Timbuktu and the city of Tinzawaten . This Travel Alert supercedes the Travel Alert for Mali issued on November 2, 2007, and expires on August 6, 2008.

Al-Qaeda in the Land of the Islamic Maghreb (AQIM) has a presence in northern Mali, and was designated as a terrorist organization by the United States . The presence of AQIM and other armed groups in the north present potential dangers to travelers.

On December 24, 2007, bandits, possibly connected to AQIM, killed four French tourists outside of Aleg, Mauritania . Several days later, four Mauritanian soldiers were killed by suspected terrorists near El Ghallawiya, Mauritania .

On January 3, 2008, four Italians were robbed at gunpoint near Araouane, 150 miles north of Timbuktu by assailants whose affiliation is unknown. This recent activity and the porous nature of Mali ’s northern borders reinforce long-standing concern about security for travel in northern Mali . The Department of State strongly urges citizens to avoid traveling to Northern Mali, including Timbuktu and Essakane.

On August 26-27, 2007, Tuareg dissidents attacked and kidnapped civilian and military convoys near the Mali-Niger border. On August 30, a truck transporting civilians from Algeria to Tinzawaten hit a landmine, killing at least 14 people. In September 2007, the Malian military garrison at Tinzawatan clashed with armed rebels. While the government of Mali is working to strengthen security in northern Mali and achieve a peaceful settlement, the area remains unstable.

Many people who reside in or visit northern Mali travel with security escorts. However, the August 2007 convoy attack on agricultural researchers (escorted by Malian military personnel) illustrated that this does not ensure safety. U.S. government employees, including those on temporary duty, must be given special permission before traveling north of the Niger River, including to Timbuktu, Essakane, Kidal, Tessalit, Lere, Goundam, and Menaka towns.

Americans planning travel to the northern regions of Mali despite this Travel Alert, including those planning to attend music festivals like the Festival in the Desert in Essakane or Sahara Nights Festival at Essouk, as well as Americans residing or traveling in Mali, are urged to register with the Department of State or the U.S. Embassy through the State Department’s travel registration website, https://travelregistration.state.gov.
