Former labor leader Carl "Bubba" Scarbrough is pleading guilty this morning to molesting a teenage boy in the sauna at Fort Sanders Health and Fitness Center in West Knoxville in June 2005.
The plea in Knox County Criminal Court comes after newly filed court records indicate the 13-year-old boy might not be Scarbrough's only victim.
In a stunning set of records filed in Knox County Criminal Court by Assistant District Attorney General Willie Lane, witness after witness recount Scarbrough allegedly spied on them in either a fitness center shower or sauna while masturbating.
"Surely, he's not doing what I think he's doing," one witness said in a statement.
The documents were filed in the run-up to a hearing scheduled next week on various motions filed by defense attorney Gregory P. Isaacs, Lane has fired back with claims that Scarbrough trolled the fitness center for sexual liasons.
One fitness center customer recalled an incident in May in which an "old guy" followed him to the showers and, later, to the steam room, all the while leering at him, records state.
The alleged victim became so upset at what he considered sexual overtures by Scarbrough that he called Scarbrough a derogatory name and spit at him.
That didn't stop Scarbrough, the man alleged. A short time later, Scarbrough again confronted him "nude" in the fitness center.
The customer "told management because he was going to punch the suspect out," according to notes filed by authorities in the case.
That customer was not the first to complain to fitness center employees, according to the documents filed by Lane.
"Mr. Scarbrough engaged in what I believed to be inappropriate conduct in the men's locker room at the club," said one letter writer, referring to Scarbrough's masturbation. "I expressed my concern to (fitness center management) who "told me they had received complaints from others about Scarbrough's conduct."
Time and again, fitness center customers have come forward with accounts of Scarbrough watching them shower and masturbating. But the allegations aren't new, according to court records. Fort Sanders had a folder thick with complaints against Scarbrough before the teenage boy alleged Scarbrough molested him in the steam room, according to court records.
Prosecutor Lane wants to use Scarbrough's alleged sexual haunting of the Fort Sanders fitness facility at trial against him in the teenage molestation case. Isaacs is balking. Judge Kenneth Irvine Jr. was set to decide that issue next week.
Regardless of how Irvine might rule, news of prior claims against Scarbrough is a bad portent for the fitness center itself, which has been sued by the boy and his family for failing to protect the teenager.
"I, along with (another victim) complained to an employee of Fort Sanders about Mr. Scarbrough's activities," the alleged victim wrote. "He stated there had been several other people complain, but there was not much the management could do about the complaints."
