U.S. to Offer Turkey Help on PKK

The U.S. is to offer Turkey a package of measures to dissuade Ankara from mounting a large-scale military incursion into Iraq to attack PKK Kurdish guerrillas, who have killed scores of Turkish soldiers in recent weeks.

Ahead of a meeting in Washington on Monday between President George W. Bush and Recep Tayyip Erdogan, Turkey’s prime minister, U.S. officials said Ankara would have to get concrete American help to combat the PKK, which has bases in northern Iraq from where it frequently launches attacks into Turkey.

“Erdogan has to go back with the belief that for whatever reason, the U.S. is serious” about tackling Turkey’s concerns regarding the PKK, said Matthew Bryza, deputy assistant secretary at the U.S. state department responsible for Turkey policy. Full story...

Probe on as explosives go missing (Kenya)

Police are searching for a consignment of bomb-making materials that disappeared while on transit to Uganda a month ago.

The 30 tons of Ammonium nitrate and 10 cartons of electronic detonators disappeared somewhere between Mombasa and Uganda on or about September 11 and 15. It is feared that the explosives could have been stolen.

The crew of the transport company ferrying the cargo are yet to explain the circumstances under which the explosives disappeared. Kenya’s Anti-Terrorism Police Unit detectives were put on high alert after the two lorries that were transporting the explosives arrived in Uganda empty. Uganda police arrested the transport company’s crew and held them for three weeks before handing them over to the Kenya Anti Terrorism Police Unit. The suspects were scheduled to appear in court yesterday but did not.

France arrests 7 alleged Islamic militants

French authorities have detained seven suspected Islamic militants who allegedly trained to fight in Iraq by firing weapons in the woods of eastern France, police officials said Friday.

Six of the men are French nationals of Bosnian origin, while the seventh is Algerian, said the officials. The men ranged in age from their early 20s to mid 40s. At least one was a student; another is a teacher. They were arrested Tuesday in two towns in eastern France, Besancon and Pontarlier.

Dozens of youths, some just young teens, are thought to have left from France for Iraq to join the insurgency. Some have been killed there. Police are particularly worried that some French youths with roots in North Africa may be traveling to Iraq without being noticed, traveling via countries like Algeria and Morocco.

WASHINGTON, Nov. 16, 2007 – Coalition forces killed two terrorists and detained 12 suspects during operations today targeting terrorist networks in central and northern Iraq.

Coalition forces captured a wanted individual southeast of Baghdad while targeting foreign terrorist facilitators. Reports also indicate the individual was involved in planning attacks on coalition aircraft, officials said.

The ground force approached the target building and called for the occupants to come out, but the individuals did not comply. One of the men was wearing a vest loaded with grenades. Perceiving hostile intent, the ground force engaged, killing two of the men. In addition to the wanted individual, coalition forces detained three other suspects.

In other operations today in Ramadi, Mosul and Kirkuk, coalition forces detained eight suspects while targeting associates of al Qaeda leaders and those believed to be involved in kidnappings, assassinations and small-arms attacks against Iraqi police and coalition forces.

“Iraqi and coalition forces will continue targeting al Qaeda to diminish their ability to attack Iraqis,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman.

Yesterday in Kirkuk, a suicide car bomb attack killed two children, injured 11 more, and damaged an Iraqi school. The bomb also killed an Iraqi teacher, two Iraqi policemen, and an unidentified Iraqi citizen.

The wounded children, eight wounded Iraqi policemen and 11 wounded Iraqi citizens were transported to the Sulymaniyah Hospital. All of the children were under the age of 12, officials said.

The emergency services unit of the Kirkuk Police Department was the apparent target of the bombing. The commander of the unit, Gen. Katab, was among the people injured in the blast.

“Our deepest condolences go out to the victims and their families of today’s attack. This senseless act of violence against innocent women and children and those who protect them, highlights the vicious nature of our enemy who contribute nothing except death and destruction for Kirkuk’s citizens,” said Army Col. David Paschal, commander of the 1st Brigade Combat Team, 10th Mountain Division. “The soldiers of the Warrior Brigade will relentlessly hunt down those responsible for the attack and bring them to swift justice.”

Former Arizona Attorney General (AG) Grant Woods (pictured at right) has been hired and funded by Cochise County taxpayers to prosecute Border Patrol Agent Nick Corbett. Woods has a long history of anti-Border Patrol and pro-illegal alien behavior. Woods was also caught employing an illegal alien maid when he was the AG, which obviously hindered his political aspirations.

A defunct Islamic charity in Oregon that says it was illegally wiretapped by federal authorities can pursue its lawsuit challenging President Bush's clandestine eavesdropping program, a federal appeals court ruled Friday.

The Ninth U.S. Circuit Court of Appeals in San Francisco rejected arguments by the Bush administration that Al-Haramain Islamic Foundation's lawsuit should be dismissed on the grounds that the warrantless surveillance program was a state secret.

No protests, China warns foreigners

Chinese authorities warned foreign activists yesterday that they will not be permitted to stage protests over Tibet and other sensitive issues during next year's Beijing Olympics.

Liu Shaowu, the deputy head of security for the Olympics, said that under China's Constitution foreigners as well as Chinese were guaranteed the right to demonstrate. But matters concerning the sovereignty of China or other nations were taboo for protesters expected to gather in Beijing during the Games.

ARTICLE SNIPPET: “The Philippines government says it has reached an agreement with the country’s main Islamic separatist group on boundaries for a Muslim homeland.

Government negotiator Rodolfo Garcia said “demarcation” was agreed after two days of talks in Malaysia with the Moro Islamic Liberation Front (MILF).

Officials say the deal in Kuala Lumpur could pave the way for a final peace deal between the two sides next year.

MILF has been fighting for decades over land in the southern Mindanao region.

Negotiators are hopeful that a permanent peace agreement can be sealed by the middle of next year.

Treasury Targets Charity Covertly Supporting Violence in Sri Lanka

Washington - The U.S. Department of the Treasury today targeted the support network of the designated terrorist group Liberation Tigers of Tamil Eelam (LTTE) by designating a charitable organization that acts as a front to facilitate fundraising and procurement for the LTTE. Tamils Rehabilitation Organisation (TRO) was designated today under Executive Order 13224, which is aimed at financially isolating terrorist groups and their support networks.

“TRO passed off its operations as charitable, when in fact it was raising money for a designated terrorist group responsible for heinous acts of terrorism,” said Adam J. Szubin, Director of the Treasury’s Office of Foreign Assets Control (OFAC).

The LTTE is a terrorist group that has waged a violent secessionist campaign for over two decades to secure a separate state for Tamil-majority regions in Sri Lanka’s North and East. The conflict between the LTTE and Sri Lankan military forces has claimed over 60,000 lives and displaced hundreds of thousands of Sri Lankan citizens.

In the United States, TRO has raised funds on behalf of the LTTE through a network of individual representatives. According to sources within the organization, TRO is the preferred conduit of funds from the United States to the LTTE in Sri Lanka.

TRO also has facilitated LTTE procurement operations in the United States. Those operations included the purchase of munitions, equipment, communication devices, and other technology for the LTTE.

TRO’s efforts worldwide reportedly have allowed the LTTE to use humanitarian aid, which TRO collected from the international community after the December 2004 tsunami, to launch new campaigns to strengthen LTTE military capacity.

According to its website, TRO maintains a headquarters office in Kilinochchi, Sri Lanka and operates branch offices throughout Sri Lanka and in seventeen countries worldwide, including the United States, Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Malaysia, the Netherlands, New Zealand, Norway, South Africa, Sweden, Switzerland, and the United Kingdom.

The LTTE oversees the activities of TRO and other LTTE-linked non-governmental organizations (NGOs) in Sri Lanka and abroad. Directives issued by the LTTE suggest that LTTE-affiliated branch representatives are expected to coordinate their efforts with the respective TRO representatives in their locations and report all activity to the LTTE.

Recent information indicates that the LTTE has ordered international NGOs operating in its territory to provide all project funding through local NGOs, which are managed collectively by TRO. This arrangement allows TRO to withdraw money from the local NGO accounts and to provide a portion of the relief funds to the LTTE. The LTTE has reportedly exerted pressure to comply on a few international NGOs that have resisted these arrangements.

The U.S. Department of State designated the LTTE a Foreign Terrorist Organization (FTO) on October 8, 1997, in accordance with Section 219 of the Immigration and Nationality Act, as amended. On November 2, 2001, the U.S. Department of State named the LTTE a Specially Designated Global Terrorist (SDGT) under E.O. 13224. Additionally, the LTTE is listed as a terrorist organization by the European Union and Canada.

The Treasury Department is taking this action today pursuant to Executive Order 13224, which freezes any assets the designees may have under U.S. jurisdiction and prohibits U.S. persons from transacting with the designees.

The United States continues to support a just, negotiated political settlement to the conflict in Sri Lanka that meets the aspirations of all communities, including Sri Lanka’s Tamils. The U.S. will continue to vigorously support efforts to stop human rights violations against Tamils, including abductions and threats against Tamil journalists.
