If he really wants a settlement, Roh should talk to this fellow-Korean who is Secretary General of the UN, Ban-Ki Moon

Is Roh deliberately snubbing Ban?

It did not change the content. In the follow-up exchange, Roh demanded that Bush clarify his words, keep pushing Bush to say what Roh wants to hear.

It was testy alright, but somehow U.S. side was compelled to cover up this uncomfortable incident.

In translation, subtle nuance is always lost. However, it did not affect what Roh tried to come across. Roh figured that he can push Bush around at little or no cost to him. Roh must try hard to impress Kim Jong-il whom he will meet in next month. If Roh cannot impress Kim with god-awful amount of hard cash as Kim Dae-jung did, he has to find some other way to impress him and get political mileage out of upcoming summit.

That is what's going on.
