Gov. Timothy M. Kaine is asking state agencies to cut their budgets by 5 percent to help deal with a tax income shortfall of $641 million for last year and this current fiscal year.
The Democratic governor told the assembly's money committees today that a slowing economy has resulted in less cash than projected.

The VA state police have no bounds. They are literally God's(in their own minds) of the highways.
Fair enough. But the reality is that the budget has increased exponentially under Warner and Kaine.
If they, and the RINOs who loved them, hadn't been spending like drunken sailors, this wouldn't be an issue.

The $641 million shortfall is due to the decrease in home values and to thousands of foreclosures.
The decrease in home values is due in a large part to the subprime crisis.
The subprime crisis is due in large part to shady loans made to illegal aliens and their landlords who have overwhelmed Virginia.
Kaine thinks it’s mean-spirited to pick on illegals and blocks every effort to crack down on them at state and local levels.
Kaine’s chickens are coming home to roost. Let him get the money from his illegal friends and the construction moguls and Chamber of Commerce clowns that brought them here.
Laid off VA workers will have some really nice state parks to sleep in.

Lots of things I liked about VA, but traffic wasn't one of them, and I came there from the Yokohama area.

This is exactly the scheme Mark Warner used to get his massive tax increase. If you look at the overall budget, the numbers still increase. Just not by the same anticipated margins.
This, to democrats, is a "shortfall."
Not to worry. The new $3000 traffic fines will solve the budget crisis.
