California's landmark law to combat global warming by limiting greenhouse gas emissions is about to go from theory to practice, testing the political viability of regulations that could crimp the state's car-happy lifestyle and drive up costs for consumers.
The new rules could increase the cost of gasoline, add another step to annual smog-check inspections and make automobile air conditioning more expensive to repair. They might also force farms to change the way they manage everything from engines on equipment to manure piles from livestock.
The concept behind the global warming law -- known as Assembly Bill 32 -- is hugely popular in California. Polls show that more than 60 percent of Californians support the law, which seeks to reduce greenhouse gas emissions by 25 percent from projected levels by 2020.
But so far, most people know only that California is taking the lead among the states and the federal government in tackling the issue. Voters like the idea of their state getting out ahead on a problem they think is real and needs to be addressed. Soon they will begin seeing how all of this might affect them.
Last week, the California Air Resources Board released a list of 36 proposed "early actions" to implement AB 32. These are the low-hanging fruit that regulators think can be achieved relatively quickly and relatively easily. The rules are supposed to be implemented by Jan. 1, 2010, two years before the rest of the regulations prompted by the bill are likely to take effect.

is that they spare themselves no trip around the world.
they’re always on the move, leaving no stone unturned on the globe.
I was thinking the same thing - yeah, 60% are for it until it hits them square in the pocketbook. Which it will. Can’t wait to watch new business fall off and old business pack their bags and head out of state.
And of course, our new Attorney General, Moonbeam Brown, is too busy suing cities and counties re global warming to try to do anything about, you know, actual crime.
That's a loaded sentence and so was the poll. Simply asking a passerby if they support a bill to reduce global warming, is a whole lot different than outlining some of the points in this article and THEN asking the question .
There seems to be something logically inconsistent in all of the global warming initiatives that have been discussed. Take driving in car-happy California, for example. If the purpose of legislation is to reduce the amount of fuel burned by all of those cars, shouldn’t that legislation call for reduced gasoline allotment per car, per month? That would accomplish at least two things — less fuel would be consumed and consumers would spend less money. If global warming were a real threat, rather than the smoke and mirrors swindle that it is, forced reduction of use would be the order of the day.
Global warming is the new opiate. We can cut and run from Iraq and ban the use of the term, war on terror...but really we are serious people because we are doing something about global warming. Ignore the War on Terror, get on the bandwagon for the War on Weather. Uh huh, right.
I have now officialy lost count of how many reasons I had for moving out of that state. I sometimes wonder if I and my family were the only votes keeping the place from tipping into municipal lunacy altogether. We’ve yet to see one bit of sensible news out of it.

The bottom line is that industry will leave California...and the working class will leave with them.
By 2010...watch housing prices drop and bankruptcy soar. The state won’t be able to swing the economy back. You are looking at a dead state by 2015 and probably 30 percent of the state population on welfare. Arizona will get the green light to jump ahead and take the companies in. This will be a great period to live in Arizona.
