CA: Good intentions, but talk is cheap (Gub lays out ambitious agenda w/o details on paying for it)

The numbers just don't add up. On "Meet the Press" Sunday morning, Gov. Arnold Schwarzenegger said "the next big challenge" for the state is to obtain health insurance for the 6.7 million Californians without it. ...

But just last week, the governor was saying he wanted to get health insurance for only half that number of people. So the coverage, and the cost, effectively have doubled in a week.

Host Tim Russert asked the governor where the money would come from in a state that still has a structural budget deficit of more than $5 billion. And Mr. Russert quoted a San Jose Mercury News editorial that called for tax increases to pay for the new programs.

The governor, commendably, responded that he would not raise taxes. He noted that similar calls came when he took office in 2003 and the structural deficit was $16.5 billion. Yet he refused to raise taxes. As a result, he said, "we've stimulated the economy. Now our revenues went up by $20 billion, first from $76 billion to $96 billion without raising taxes." And he noted that in the Nov. 7 election, voters turned down every initiative with a tax increase.

That's all true, but the problem remains that he and the Democrat-run state Legislature simply have increased spending even faster than the new revenue coming in. Moreover, his infrastructure bonds package, which voters passed Nov. 7, will cost $2.7 billion more from the general fund each year after all the projects are fully implemented.

And until the governor reveals his medical insurance plan in January, it's anybody's guess what it would cost.

Take it from the UC system. They are hoarding obscene amounts of cash for no apparant reason. That money belongs to the state, the state universities should run at breakeven, not for profit.
