The average of his highest 3 years of office is $212k. The important part is: "By law, the starting amount of a Member's retirement annuity may not exceed 80% of his or her final salary." Therefore, if he retires now as Speaker, he can get up to 80% of $212K rather than 80% of $165K, which would be his salary as a rank-and-file member. So, it definitely benefits Hastert financially to retire as Speaker.
Could be some premature flamage.
Better to be safe than sorry though.
