Lull or not, when governments recognize each other formally, you can have a legally declared war.

It's one thing to lull your enemies, but for how this is going to go over in the Muslim world, it's huge. Even if they don't really mean it, the fact that they're doing it will put a lot of pressure on other governments to recognize Israel as well.
