It's one thing to lull your enemies, but for how this is going to go over in the Muslim world, it's huge. Even if they don't really mean it, the fact that they're doing it will put a lot of pressure on other governments to recognize Israel as well.

We should all pray that he survives this brave move and that it leads to genuine peace. Just the fact that a Palestinian leader is willing to say it is hugely important, even if it is insincere. That he is willing to do it unconditionally is even more important.
