Well, it turns out they've arrested a Muslim for this. A Muslim who was also involved in mining Bosnia Croat homes and planting bombs and explosives at other sites:

BANJA LUKA -- Police have arrested one person in connection to the detonation of explosives at Alija Izetbegoviæ’s grave.
Banja Luka daily Nezavisne Novine quoted an anonymous source reporting that Rahim Amulj was arrested, earlier a suspect in three explosions that took place in Travnik in November. Amulj was arrested in Sarajevo on Monday, on an outstanding warrant issued by the Mid-Bosnian Canton, the daily reports.
Ramulj, who had confessed to placing the three bombs in Travnik, was set free due to the Municipal court’s error. In May 1999 he was convicted, along with six others, to three and a half years in prison for mining Croatian homes and placing explosive devices in front of the Bugojno Municipal council chairman Ivo Mrša’s house.

Go ahead, be ignorant. FYI, both the UN and Gen. Morillon (FRA), as well as Gen. Rose (UK), confirmed that the projectile could not have come from Serb positions.
