Part of the problem is Hizballah is part of the Lebanese Government. Syria continues viewing Lebanon as 'Greater Syria' plus with terrorist cohort Iran, arm and train the Hizballah killers keeping Lebanon in chaos, and just when the economic situation was looking more favorable for Lebanon, the Islamic enemy triggers yet another war, with marching orders directly from Tehran.

Among the measures the LCCC is recommending are the dispatch of international combat forces to Lebanon, armed with the full authority and sufficient firepower to implement all clauses of UN resolution 1559. This would include the to mission to "disarm the Hizbullah group and the Palestinian organizations, and prevent and intercept the transfer of weapons to them from Iran and Syria."
The only international force capable of doing it and willing to do it would be that of the US. So that's out.

Lebanese Expatriates are known to be the most intellectuals. I see no reason why they would object to a Lebanese Hezbollah to side with israel. Either case Lebanese in general would love to see a peace deal with Israel. Only, after a fair and respected solution to the Palestinian Refugees in Lebanon.
