The land is to be used for passive recreation.
The sneaky dirty little secret is that the town is taking this land for 'green acres' so they can turn over other land designated for that purpose....to a developer.

This is my last-resort strategy. My family is facing potentially losing some land in Texas, and this will be one of the things we use (and have already had surveys done that will help us).
