It depends on the terrorist organisation.

Some want specific political goals and so they can be pressured and sometimes compromise.

Islamic terrorism has as it's goal the destruction of the West so they cannot be talked with.

Bolton's recess appointment is up in December. Those who want to sit out the election should think about who we will have to settle for if we allow an even more spineless Congress to be elected.
