That's not true in dollars although it may well be true in number of contracts - nobody else has a procurement and distribution channel as compatible with the DOD supply chain - that chain can be agonizing to work in. Its easy bulk deliver bottled water to an American base but to get it to the troops while they are in combat takes a lot of know how and ability to work within the system.
