I think that's incentive enough to begin hunting them down and kicking them out.
I would build large detention camps in Texas, New Mexico, and Arizona, use the National Guard to round them up, seize a secured rail corridor into Mexico, and run trains 24/7 until they were all gone.

2 millions people effected by Katrina were transported around the country over a 2-3 week period in its aftermath. Surely our government, if it had the will, could transport this many and more illegals to the borders in 6 months or less.
Since you asked ... I wouldn't have to deport them; I'd simply remove the magnet that attracts them by enacting and enforcing "jail time" for those who employ them illegally.
Then ... I'd have the IRS confiscate as "tax for services received" all those money orders and all that cash that is sent south.
Then ... when the 10,999,998 illegals went home on their own, I'd deport the last two.

Here's an easy solution - pass a law that says you must prove you legal status before you are allowed to wire money out of the country, or to buy a money order or to open a checking account.
I think those measures would do a lot to convince many of the illegals to go back home.
When ever we catch an illegal we could arrest them. Then declare them to be a Cuban national spy. Take them to Guantanamo and push them out the front gate.
They would have a much harder time finding their way back to our country and the people's paradise of Cuba could feed them for a while.

First of all we don't have t deport all eleven TWENTY million.
After 6-9 months of this, those remaining will deport themselves. Naturally "the Fence" has to be built to KEEP then out. And the 'cost' of the Fence will be 'paid for' by the money saved that the illegals currently suck out of every gubmint coffer. In fact we'll be billions ahead.
They didn't all arrive at the same time ... it happened slowly over twenty years or more. They would have to be deported the same way starting with warnings to employers and giving the illegals time to arrange their affairs. If every year the number of illegals living here decreases, we are on the right track.
Oneseys-Twoseys, or however many can be processed at a time until we get them all.
And it's not only Mexicans. We need to do the same with moslems.
It wouldn't hurt to also re-instate quotas and trash Ted Kennedy's Hart-Cellar bill of 1965 and his Simpson-Mazoli bill of 1986 as well.
