Purcell girl found dead

Neighbor arrested for murder; investigators temporarily rule out chatroom abductor

By Melissa A. Wabnitz

Transcript Staff Writer

PURCELL -- Just steps from her father's apartment on N. 8th St, investigators said they identified and apprehended Friday afternoon a 26-year-old man they believe is responsible for the kidnapping and subsequent murder of 10-year-old Jamie Rose Bolin.

Bolin was reported missing after she failed to return home Wednesday afternoon from a trip to the library.

A downstairs neighbor, Kevin Ray Underwood, is being held without bond in the McClain County Jail today and will be charged with one count of first degree murder Monday, said District Attorney Tim Kuykendall at a press conference late Friday night.

"In my 24 years as a prosecutor, I have never, ever been involved in a case that was quite as atrocious, heinous and as cruel as to what happened to this little girl," Kuykendall said. "We intend to seek the death penalty on this."

As of press time, officials were securing search warrants for Underwood's car and apartment, both sites which may yield even more charges, Kuykendall said.

Earlier in the investigation, it was believed Bolin was abducted by a possible Internet contact who drove a dark blue Tahoe. Friday night, Kuykendall said "as it turns out, the information is probably going to be unrelated (to Bolin's murder)."

Police apprehended Underwood at his apartment around 4 p.m. Friday after he began acting suspiciously at a police roadblock earlier that day.

The neighbor, said Bolin's aunt Linda Chiles, "pretty much kept to himself" and was relatively unknown to Bolin or her father, Curtis.

As of press time, Kim Carter of the Oklahoma State Bureau of Investigation, said he was unable to determine how long Bolin was kept alive at the apartment before she was killed, nor were officials able to release any details related to the ongoing investigation.

"This is not like TV, it will not be wrapped up in a 60-second present," he said.

Jamie's uncle, Mark Chiles, still reeling from the news that his 10-year-old niece was kidnapped, likely held against her will and killed, said he warned parents everywhere to "hold onto their kids tight."

"This happened less than 10 feet of where (her father lived)," he said. "People need to know who their neighbors are."

Family members intend to set up an emergency fund at Bank of Oklahoma, Linda Chiles said. For more information, inquire at the Purcell Police Department, 527-4600.

Our DHS had the nursing home scandal several years ago and figured it was cleaned up but was told not much has changed in that department and has probably gotten worse since the DemocRAT Henry became Governor -- he is probably the most inept Governor we could have. He lifted the burn ban and three days later or less, it was back on due to dryness and wind.

Makes one yearn for frontier justice. The trial begins, and across the town square the sounds of hammers and saws building the scaffold can be heard.

Thinking about this case, this guy will probably sit in a county lockup till trial - likely Oklahoma City's $52M obscenity. Lex or wherever will come after conviction. Still, I'd bet 5 to 2 this guy will never see trial.

I sympathize with the sentiments, but elevating any crime that doesn't involve murder to a capital crime is a serious mistake.

As we know, these freaks usually escalate their crimes against children with each passing incident, with most stopping short of murder. If you elevate molestation to a captial level, you're actually providing the actor with a motive to likewise elevate his crime to murder. After all, there can be no further increase in the possible penalty, so what reason would a molestor then have to possibly spare a victim?

If the Cleveland County Sheriff had his way, we would have one of those obscenity's for a jail here in Norman.

I am with you on the public hanging. Wonder if they will put him in the Cleveland County jail or keep him in McClain? Our jail has been declared to not meet the standards of comfort for inmates -- he deserves to be in that type of jail.

Oklahoma DHS has a reputation for not being where they are needed in time to be useful. They have a long trail of failures to oversee cases reported to them, or simply of not taking a case due to not enough evidence that there was a problem.

Reading his blog, you get the idea of the wonderful person he is.

That's from the very first entry.

I worked in the field and was a mandated reporter. If I had failed to report suspected abuse I would be held liable if something happened yet the CPS (our DHS) was not held up to the same standards for not doing their job. It ticks me off royally. No telling how many reports were made if the doctor was livid.

I can't imagine what those people who found her are going through either. It's just mind boggling. God help them to get through this.

Police: Saw Marks Found on Slain Girl

A slain 10-year-old girl's body was found with deep saw marks on her neck, said authorities who alleged Saturday that her killer had planned to dismember her and eat the flesh.

The family of Jamie Rose Bolin was in shock, not only with the news of her slaying but with the fact that the suspect is her downstairs neighbor.

Kevin Ray Underwood, 26, was arrested Friday after investigators found Jamie's body in the closet of a bedroom in his apartment, authorities said. The girl's unclothed body was inside a large plastic tub, along with a towel used to soak up blood, officials said.

Purcell police Chief David Tompkins said investigators think the killer hit her several times with a wooden cutting board, then placed his hand and duct tape over her mouth to suffocate her. She was sexually assaulted after she died, officials said.

Tompkins and McClain County District Attorney Tim Kuykendall released the gruesome details about the final moments of Jamie's life and what they alleged were Underwood's plans for her body, but they would not say whether Underwood had confessed to the slaying.

Kuykendall said that Underwood said he began fantasizing about eating someone a year ago. The prosecutor added that authorities believe "that while she was ultimately chosen to be the victim of this horrific crime, that other people had been targeted and considered," including a a woman and a 5-year-old boy.

A preliminary autopsy report said the girl died from blunt force trauma to the head and asphyxiation.

"Regarding a potential motive, this appears to have been part of a plan to kidnap a person, rape them, torture them, kill them, cut off their head, drain the body of blood, rape the corpse, eat the corpse, then dispose of the organs and bones," the police chief said.

(snip)

From his blog ... September 2004:

The first blog makes me want to kill people. Speaking of killing people, I went back on my Lexapro today. Not because the doctor told me too or anything, but when he took me off of it, I still had five refills left, so I got one today. I've been off of it since May, and I was doing pretty good, until about the last month or so. I'm still not having much of a social phobia problem, but I'm getting depressed again. Yesterday I was really depressed the entire day. I was so depressed yesterday, it was one off those times where I'm so depressed that my chest hurts. I wonder if that happens to anybody else? When I get really depressed that happens to me. Like usual, the main thing I've been getting depressed about lately is my lack of a sex life.

I mean it, I really need a girlfriend. It's not just depressing anymore, it's actually starting to have a negative effect on my mental state I think. For example, my fantasies are just getting weirder and weirder. Dangerously weird. If people knew the kinds of things I think about anymore, I'd probably be locked away. No probably about it, I know I would be.

Autmatic Death Penalty

I think you nailed it. A crime like this to a child should be automatic Death penalty.

No doubt about his politics, though.

I finally got to see Fahrenheit 9/11 today. It was an hour drive to get to the theater where it was showing, but I went anyway. And I'm glad I did. It was a great movie. Really great. If it wasn't so far away, I'd go see it again. I'm no good at writing movie reviews, and even if I was, I wouldn't know where to start with a movie like this. I'll agree with what I've read in other reviews, one minute you'll be crying, the next you'll be laughing. It was a very funny movie, but half the funniness is a bad funniness, you're laughing because you can't believe Bush just said something that horrible and incriminating.

If he had been a Christian and a Republican, I'm thinking we'd hear about it in the first paragraph of the news story.

Tim Kuykendall, our DA -- he is the DA for several counties, as just on the news in a live interview. He said this afternoon they gave the family all the details of this gruesome act.

Seems the scum was planning this for over a month. The little girl went down to his apartment on Tuesday night to use the phone to order pizza and went back to the apartment voluntarily the next afternoon after school when he carried out his plans. Looks like she would visit him to see the pet rat from time to time. Creepy!

He planned to decapitate her and then eat the body parts according to the interview with Tim. This is really disturbing that people like him exists. I really feel for Tim because he is a really caring person. I cannot fathom what these people are going through.

Our DHS is pathetic and that is being kind. We need a new Governor that will clean house. Keating was doing just that when his term was over and we got Gov DoLittle who never wants to rock the boat.

Tim was just on the news -- he is our Cleveland County DA as well. He is a great guy and up for reelection -- sure hope he retains his seat because he is someone we can count on with the white hat.

I read parts of his blog and he was able to lead a somewhat normal life on the outside. And he clearly knew he had problems since he alluded to his disturbing fantasies.

I remember Jeffrey Dahmer said that people should study him and try to find out what it is that is wrong that makes some people do this.

On the guy's blog it is obvious he is unhappy and depressed and said he begged God to make him normal.

A tragedy.

Well, I was out all evening and just now got a chance to read what they eventually said. I was prepared, so I'm not as sick as I *could* be--yet.

I wasn't going to say anything about his Amazon wish list, because we didn't know about the "plan" at the time and I sure didn't want to go down that road. I didn't bother to read what the cannibalism book was really about--thought maybe it was a joke or something, so ignored it.

God bless this child. I'll have to come back to this a little later.

It is a real tragedy. I heard one neighbor that talked about how it was odd how this guy would stand in his door watching the little girls play but it wasn't enough to alert anyone so you are right that on the outside he seemed pretty normal.

The family actually used his phone since it is obvious they didn't have one. Not sure my kids could have ordered pizza for the family when they were 10 and I couldn't fathom sending them to a single man's home to use his phone. Call me the overprotective mother but I wouldn't change it for anything.

I feel so sorry for everyone touched by this tragedy. It was totally senseless.
