I am concerned here both for his life and the idea he is mentally incompetent. If it is found he is 'insane,' what do they do with him? Place him in confinement until he comes to his senses regarding islam?

I was thinking the same thing. I doubt this is anywhere close to being over for this guy.

Islamic culture leaves insane people to wander around free. It also encourages charity and sympathy toward the insane. Basically, saying he's crazy makes harming him an offense punishable by stoning.
