He wrote the letter admitting that he was now "external" to the jihad...which is pretty obvious when you read his suggestion in the above letter to appoint Abd Al-Iraqi to run Al Qaeda's Northern Afghanistan region.

We captured Abd Al-Iraqi way back in January of 2001...
