My first job was riding a bicycle in downtown Birmingham for Western Union - my second was cutting grass for Alabama Power. This is purely a turf war. Both the legislative branch and the executive branch in AZ want more troops on the boarder. The governor just doesn't want the legislature micromanaging her. In this state the Governor has more gonads than most of the other elective officers.
