This is purely a turf war. Both the legislative branch and the executive branch in AZ want more troops on the boarder. The governor just doesn't want the legislature micromanaging her. In this state the Governor has more gonads than most of the other elective officers.

I beg to differ...the Governor wants to deploy troops to the points of entry. The legislature wants her to deploy those troops to the unguarded border. The Governor is only after the money.
