In my opinion- I think at least one senator had something to do with this.
Think about it- Senator Rockefellar seems to be hiding right now and I wonder why?
I have no evidence- I just got a gut feeling.

There are Clintonistas and members of "the permanent bureaucracy opposed to Bush at all costs" at all levels of the Federal government. Leaks could come from them wherever they are, FAA, FBI, Postal Service, but in this case only those four, Congress, Pentagon (where NSA nominally reports), CIA and State are likely to have had sufficient knowledge of the program to provide the specifics to the traitors at the New York Times and WaPo.

There are several leaks but the NSA leaks came from the office of Senator Rockefeller. That's where I have my money. I'm pleased the DOJ is making the investigation.
There are also CIA leaks and those may be under the purview of the ongoing Independent Council investigation

One source is doubtless Ambassador Joe Wilson's wife (whose name I don't know, and can't repeat anyway!), who shared with Joe in an intimate moment, who the turned around and discreetly informed any and all within earshot of his booming voice.
