Seems like NYC has found a way to deal with these slackers in the future...threaten to send them to JAIL.
If the city doesn't fine the dog-snot out of them, they'll be right back in the same position in short order.

Yes, NYC is falling apart. Hell in a handbasket. Not like it used to be. I remember when it was really New York. Everything's changed.
