Someone is testing to see how far the scent travels with various wind directions, then eventually they'll release something deadly.

One time when we had a problem, the plumber used peppermint flavoring to determine a sewer leak. He said if even the tinest bit of peppermint odor escapes it's immediately apparent.

Freeper MamaDearest mentioned the White House conducted a bioterrorism exercise in the past few days.

It would be disturbing if a bio/chemical agent was released with a pleasant smell to encourage inhaling
