Inner Cities Continue to Hemorrhage Jobs

WASHINGTON - Many of America's inner cities continue to hemorrhage jobs despite years of federal programs designed to improve their economies.

Nearly half of the country's 82 largest municipalities lost jobs from 1995 to 2003, according to a new Harvard University study. By comparison, only one of the surrounding metropolitan areas lost jobs during the same period.

A separate analysis by The Associated Press found that most inner cities targeted by the federal government's primary urban economic programs lost jobs as well.

In fact, the best-performing cities were not part of the federal empowerment zone and renewal community programs, which provide businesses with billions of dollars in tax incentives to expand and hire workers.

High minimum wage didn't irmprove the situation?
Affirmative Action didn't improve the situation?
High taxes didn't improve the situation?
All these years, all these federal programs, and nothing has worked so far??

Each was awarded $100 million for a host of programs, including job training, social services and tax incentives for businesses. Fifteen more empowerment zones were designated in 1998, each receiving about $25 million...

...the study found no widespread, sustained job creation.

"There is little evidence to indicate that major reform or 'reinvention' occurred," the assessment said.

There is little that can be done to help people who won't help themselves. We've thrown a lot of money into these areas and there has been no improvement. I think the question is not what else should we do, but what will it take to make these areas productive to society? Removing incentives to remain with the status quo is a first step. I don't have a problem with offering education and job training to those who want it. Much like France I suppose we will continue to pour money into the areas and see little improvement.

OMG...just look at the inherant stupidity and ignorance of this statement. I mean, "federal programs designed to improve their economies"?!? Why not cut the taxes that pay for these ridiculous programs to permit companies realize further profit and encourage them to hire, the upper/middle class to invest and permit families to obtain enough of their income to allow only one spouse to work while the other cares for the children effectively eliminating half the competition for jobs, ensuring that companies will need to hire?!?

I've seen no mention of law enforcement. I'd be interested to know about the correlation between crackdowns on street crimes, drug crimes, vandalism/graffiti and employment. Seems to me when New York got serious about the BS in the 'Hood, life got a lot better for everybody. Anybody got stats to prove me right or wrong?

Inner city Cincy has been experiencing record violence recently.

Just the climate I want to operate a business in.....if I'm selling body armor.

I had to click the link to see if Detroit made the list. 

Of course, it was list 'first among the worst.'

What else would one expect from a city that votes 95% for John Kerry, give or take a few fraud percent.

Nice rant!  It seems to me additional waste of more tax money to do the study in the first place.

They could always just look out the window, look at crime stats, unemployent claims, and how many (D)'s are running these places and the numbskulls that vote for them.

In 2004, Detroit lost more young people in the 18 to 34 year old demographic than any large city in the US.

Also in 2004, Michigan was one of only two states to lose tax revenue. And need I mention that Michigan has the highest unemployment rate in the country?

How does a state lose tax revenue? You mean to say state spending outweighed taxation rates? I know there has been nothing but tax hikes since Granholm tripled and quadrupled 'fees.'

Companies are reluctant to setup shop in the inner cities. Terrible problems with breakins and finding enough workers with an actual work ethic.

That was left out of the study..no mention of the political backdrop....I would bet 99% of these cities are Democratic....does anyone know of the good cities ..which ones are Republican leaning?

The 100 million sounds like a waste...but I am sure there are people who want more....
